The VTHC co-ordinates state-wide union activities and campaigns and assists affiliated unions with research, negotiations and advocacy.

The VTHC is the central State organisation for communicating with the public about trade union issues. It is responsible for implementing ACTU policy within Victoria and represents unionists in lobbying State Parliament for social and industrial reforms.

The Youth Officer works as part of the Campaign Unit and reports to the Industrial Campaigns Officer.

The Youth Officer will:

- Coordinate young people in VTHC campaigns

- Train young people as community activists

- Coordinate Union Summer internships

- Initiate community youth outreach

- Develop the VTHC web capabilities

- Use social networking tools to bring young people into the labor movement

- Assist as directed in VTHC and affiliate campaigns, and

- Work with affiliates to organise and recruit young people to unions.
